Image compression formats like JPG and WebP use complex algorithms. Sometimes, even at the lowest quality (1%), the image may still be larger than your target. Minipix uses a binary search to get as close as possible, but it cannot guarantee a 100% exact match for every file due to how these formats work.

Other tools don't exactly give the freedom to set a specific size, but our advanced tool gives the user complete freedom for that. However, if you lower the quality too much, the image may get bad quality. Otherwise use the built-in presets "Smallest", "Balanced", or "Best quality".
